As a caution-note, I would make my stance clear that Myself or anyone else perse do not have the position to send another human-being to hell or paradise. :))
But in an attempt to answer this question for any human being to qualify for hell is one condition
"Active Rejection of God" and not "Passive rejection of God".
By "active rejection" I mean, a person even inspite of knowing the existence of God, yet rejects God. The best example is "Firaun" of Musa (AS) fame, is such a case. Pre-Islamic "Meccans" are another.
Whereas 'Passive rejection', means by unknown circumstances where people are influenced/brainwashed into rejectig God by the action of a third-party. This kind of person might not have the means to reach God because of the society or family or culture etc.
As a closing note, I would like to confess - I may be wrong in my understanding.
